The Efficient Siting of Noxious Facilities Under Majority Rule Decisions

چکیده
A difficult and challenging decision facing policy makers is the allocation of goods that generate externalities. It is well known that markets forces alone will lead to inefficient outcomes. Of particular interest in modern industrial societies is the task of choosing locations for siting noxious facilities such as waste treatment facilities, landfills, or nuclear waste repositories. Such facilities are often associated with the NIMBY (Not In My BackYard) syndrome (O’Hare et al., 1983). While such facilities are important parts of production economies, individuals are averse to these facilities in their “backyard” because, all else equal, proximity to such a noxious facility lowers utility. This last point is well documented in a large literature that indicates a negative relationship between proximity to such facilities and lower housing prices (Farber, 1998; Ihlanfeldt and Taylor, 2004; McCluskey and Rausser, 2003). Also note that while the discussion is often framed in terms of siting facilities, the idea is equally applicable to allowing or not allowing particular activities at specific locations, such as changes in land use or resource extraction.

A risk-sharing model for locating noxious facilities
The recent proliferation of facility-siting conflicts underscores the need for new analytical techniques in which the external effects associated with noxious facilities are considered explicitly. In general, in prescriptive facility-location models it is assumed that having populations "closer", as characterized by transport or accessibility advantages, is better for desirable facilities, but,...
متن کاملExploring Environmental Inequity in South Korea: An Analysis of the Distribution of Toxic Release Inventory (TRI) Facilities and Toxic Releases
Recently, location data regarding the Toxic Release Inventory (TRI) in South Korea was released to the public. This study investigated the spatial patterns of TRIs and releases of toxic substances in all 230 local governments in South Korea to determine whether spatial clusters relevant to the siting of noxious facilities occur. In addition, we employed spatial regression modeling to determine ...
متن کاملEfficient Solution Procedure to Develop Maximal Covering Location Problem Under Uncertainty (Using GA and Simulation)
In this paper, we present the stochastic version of Maximal Covering Location Problem which optimizes both location and allocation decisions, concurrently. It’s assumed that traveling time between customers and distribution centers (DCs) is uncertain and described by normal distribution function and if this time is less than coverage time, the customer can be allocated to DC. In classical mod...
متن کاملSiting Transmission Lines in a Changed Milieu: Evolving Notions of the “public Interest” in Balancing State and Regional Considerations
Under the predominant existing paradigm, in balancing the public interest in transmission line planning and siting decisions most state regulatory authorities weigh the benefits to the customers of a specific utility system, or to the consumers in an individual state, against potential adverse consequences. This approach to transmission siting was designed to serve the model of a vertically-int...
متن کاملLocal acceptance of a high-level nuclear waste repository.
The siting of nuclear waste facilities has been very difficult in all countries. Recent experience in Sweden indicates, however, that it may be possible, under certain circumstances, to gain local support for the siting of a high-level nuclear waste (HLNW) repository. The article reports on a study of attitudes and risk perceptions of people living in four municipalities in Sweden where HLNW si...
